A Fresh Step for US Crypto Regulation

The U.S. Senate Banking Committee has released the full draft of its long-awaited Clarity Act, marking a key milestone in shaping America’s crypto market structure. The text, unveiled on Tuesday, sets the stage for a formal markup session scheduled for Thursday.

Lawmakers now have until Wednesday to propose final amendments before the bill is reviewed and potentially advanced.

Markets reacted quickly to the news, with Bitcoin and broader crypto prices seeing an uptick following the announcement.

What the Clarity Act Aims to Do

The draft legislation is designed to bring clearer rules to the digital asset industry in the United States. According to committee members, the goal is to:

  • Provide regulatory clarity for crypto markets
  • Strengthen investor protections
  • Crack down on illicit financial activity
  • Keep innovation and blockchain development within the US

The bill is the result of nearly a year of negotiations involving lawmakers from both parties, regulators, law enforcement agencies, financial institutions, and industry participants. It builds on earlier frameworks and discussion drafts circulated over the past year.

Lawmakers Push for Progress

Senate Banking Committee Chair Tim Scott described the bill as the outcome of

“Serious, good-faith work,”

adding that it aims to deliver

“Certainty, safeguards, and accountability Americans deserve.”

He emphasized that the Clarity Act is intended to protect consumers while targeting illicit finance and maintaining US leadership in financial innovation.

Senator Cynthia Lummis highlighted Wyoming’s role in advancing digital asset policy and pointed to growing bipartisan cooperation. She also noted that the bill could soon move closer to final passage, with expectations it may reach the President’s desk in the coming months.

Senator Thom Tillis also expressed support for moving the legislation forward, pointing to compromise language around stablecoin yields as part of broader negotiations between traditional banking groups and crypto stakeholders.

What Happens Next

With the markup set for Thursday, the coming days will determine how much the final version of the Clarity Act evolves. If consensus holds, the bill could become one of the most significant crypto regulatory frameworks introduced in the United States to date.
