North Carolina Moves Toward Bitcoin: State House Greenlights Strategic Reserve Fund

In a significant shift, North Carolina’s House of Representatives has given the green light to a bill that could see the state dipping its toes into Bitcoin via a strategic reserve fund.

The proposal, identified as House Bill 92, was approved on April 30 and aims to let the state invest in Bitcoin—not directly, but through funds tied to digital assets. Supporters say it’s about future-proofing North Carolina’s finances and exploring new ways to hedge against inflation.

A Modern Take on State Investment

The bill, backed by House Speaker Destin Hall, would allow the creation of a reserve focused on Bitcoin and other digital assets. Instead of buying coins outright, the state would be allowed to invest in managed digital asset funds—a move designed to reduce risk and avoid the notorious ups and downs of crypto markets.

“This is about diversification,”

said Rep. Keith Kidwell, a strong supporter of the bill.

“In the same way that a good investment broker would do for you, we need to spread the allocation around.”

The legislation could also give public employees more flexibility in how pension funds are handled, including limited exposure to digital assets.

Mixed Feelings Among Lawmakers

As expected, the bill has sparked debate.

Skeptics like Rep. Maria Cervania urged caution.

“I still have a lot of questions about this investment strategy and the level of commitment we’re making to it,”

she said during the House session.

Some members of the State Employees Association also raised concerns about exposing retirement funds to a relatively new and unpredictable market. Still, Governor Josh Stein has voiced support for the bill and sees expanded authority for the state treasurer as a step forward.

North Carolina Joins a Growing Trend

North Carolina isn’t alone. Across the U.S., states and cities are starting to experiment with the idea of holding digital assets in their treasuries. Arizona, for example, has passed measures that allow up to 10% of its public funds to be invested in crypto. And in New Mexico, the city of Roswell recently made headlines by designating Bitcoin as part of its official reserves.

While North Carolina’s Senate still needs to approve the bill before it becomes law, the move signals a growing recognition of Bitcoin’s potential to play a role in state-level finance. With inflation concerns mounting and traditional investment strategies being reevaluated, digital assets are starting to look less like a speculative gamble and more like a calculated long-term play.

If the bill clears its final hurdle, North Carolina could find itself at the forefront of a new financial era—one that bridges the gap between traditional governance and the decentralized future.
